Why is it that when you dye your hair it grows back darker than how your natural hair color was before?

Any tips for eliminating brassiness when going blonde? I have a client that has been getting hilites for about a year and a half and wants to go blonde all over. Only problem is that the past three color lines I’ve used are brassy, even with ash! Should I try a different color line or would I have to bleach it all over and then tone it afterwards?
